Abstract:
This data set consists of a digital georeferenced archive of historic aerial photography of Washington County, Wisconsin. The dataset was obtained by scanning black-and-white negatives originally acquired in the spring of 1980. The images were georeferenced using an analytical aerotriangulation solution. Although georeferenced, the positional accuracy is not defined. The pixel resolution is one foot. The imagery is available as a single county-wide MrSID compressed image with an accompanying world (.sdw) file.
Purpose:
This dataset was developed to make historic aerial photography more accessible. Having the dataset as a digital georeferenced image makes it usable within the county's enterprise GIS. The most common application is determining general land use change over time.

The Southeastern Wisconsin Regional Planning Commission allowed Washington County access to the source negatives needed to create this dataset.

This dataset was developed through a contract with Aero-Metric Inc, Sheboygan, WI.

Washington County partnered with Ozaukee County on a joint vendor selection process. The selected vendor was contracted to complete similar projects in both Counties. Some cost savings were realized through the two-county project because images straddling the county line were only processed one time and other economies of scale.

Radiometry is verified by visual inspection of the digital orthophoto. Slight systematic radiometric differences may exist between adjacent orthoimage files; these are due primarily to differences in source image capture dates and sun angles along flight lines. These differences can be observed in an image's general lightness or darkness when it is compared to adjacent orthoimage file coverages. Tonal balancing may be performed over a group of images during the mosaicking process which may serve to lighten or darken adjacent images for better color tone matching.

This dataset was created from scanned aerial photography, an analytical aerotriangulation solution and the 2005 SEWRPC DEM. The criteria established to judge the quality of the georeferencing included:

1) Roads should at least touch to some degree where the mosaic splice lines stitch adjacent images together. 2) Where reconstruction has not occurred, roads on the 1980 image should touch to some degree the same road on the 2005 orthophotograph. 3) Visual distortion in the resulting image should be minimized.

Every attempt was made to provide orthos that conform to these standards although there may be instances where it was not possible to satisfy all three criteria.

Images are visually inspected for completeness to ensure that no gaps exist within and between adjacent images. These images are derived by mosaicking multiple images to ensure complete coverage.

Process_Description:
An analytical aerotriangulation solution was computed for six sets of photography. Each set covered all of Washington County and are distinguished from each other by the year in which they were exposed: 1990, 1980, 1970, 1963, 1950 and 1941. Zeiss/Intergraph ImageStation Automatic Triangulation (ISAT) soft copy program was used for each of the sets. All ground control data was taken from USGS Orthophoto Quadrangles and based on Wisconsin State Plane South Zone (4308) and North American Datum of 1927 (NAD 27). The 1990, 1980, 1970, and 1963 digital images were scanned at a resolution of 14 microns. The 1950, and 1941 digital images were scanned at a resolution of 28 microns.

SEWRPC supplied the 176 negatives from the 1980 flight. The aerial photography was flown at 1"=1667' negative scale in 1980. The negatives were in good condition and camera's focal length was calibrated at 152.591mm. Aero-Metric scanned the negatives using a Zeiss/Intergraph Imaging PhotoScan 2001. 69 ground control points were used.

The RMS of the ground control E, N and Elev. are 2.78, 3.23 and 1.25.

The aerotriangulation, B/W scans and 2005 SEWRPC DEM data were imported into Intergraph's OrthoPro to create rectified images referenced to the State Plane Coordinate System, NAD27 WI South in survey feet. These images were then dodged to even the tone of each image. The mosaic seamlines were auto-generated in OrthoPro and based on each exposure center. Then they were reviewed and edited in some areas to reduce mismatches. Finally, the dodged images and seamlines were used to mosaic, balance and cut the final tiles out. The final tiles were QC'd for void areas and burned to DVD for delivery.

Panchromatic (B/W) orthoimagery is a single band or channel. Each image pixel is assigned a numeric value. Numeric values range from 0 to 255. Areas where data is incomplete due to lack of full image coverage are represented with the numeric value of 0.

The dataset was delivered as a series of GeoTIFF (Tagged Image File Format) files, each covering a 10,000 by 10,000 foot area or "tile" on the Wisconsin State Plane Coordinate System, South Zone. Each B/W tile is approximately 95 MB in size. The pixel resolution of the images is twelve inches on the ground, with no overlap between adjacent tiles. Each image file includes an accompanying "world" file (".tfw" file extension) containing the coordinate information used to display and register the image in ESRI software.

A single countywide MrSID (Muti-Resolution Seamless Image Database) formatted file was prepared from the GeoTIFF files. The MrSID file is approximately 734 MB in size.

The countywide MrSID file is the format used to distribute the Washington County 1980 Historic Digital Imagery. Contact the GIS Division for additional information and pricing if the GeoTIFF formatted files are required.

Alternatively, a historic aerial imagery package that includes 1990, 1980, 1970, 1963, 1950, and 1941 imagery in MrSID format is available on a DVD-ROM for $200 (includes tax and all delivery fees). Fees are generally waived for local, regional, state, and federal governments. At the discretion of Washington County Department heads, fees can be waived for individuals or groups doing business with Washington County.
