The purpose of this workgroup was to focus on the development of the Utilities and Community Facilities Element, Economic Development Element, and Housing Element. Responsibilities included:

• Analyzing and reviewing trends, inventories, and forecasts pertaining to utilities, community facilities, economic development, and housing issues.
• Developing preliminary recommendations for the Utilities and Community Facilities Element, Economic Development Element, and Housing Element.
