||Sealed bids are invited for the Lizard Mound County Park Timber Sale / Restoration Project in Washington County WI, T12 R20, Section 31 NE ¼ and Section 32 NW ¼. Lizard Mound County Park is located at 2121 County Hwy A, West Bend WI (Town of Farmington) approximately ½ mile east of Hwy 144. An optional pre-bid meeting for bidders to review the site and trees will be held at the site on March 19, 2014 at 11:00 AM (CT). Directions to the site are included in the specifications. Attendance at the pre-bid meeting is optional but highly recommended due to the site being an archaeological site that is only open seasonally from April 1 to November 14. Bid Bond shall be in the form of a certified check or cashier’s check in the amount of ten percent (10%) of the net bid amount (which is the charge for Restoration work minus the revenue from selling the merchantable timber of saw logs and pole timber) and shall be submitted with the bid. Failure to submit the required Bid Bond as part of the firm’s sealed bid will result in immediate rejection of the firm’s bid. Bid Bond will be accepted and, for the successful bidder, will be held by Seller until the execution of the Timber Sale / Restoration Contract and Performance Bond is received by the County. Successful bidder will also be required, as a condition precedent to award of contract, to furnish an acceptable Certificate of Insurance and provide a 20% Performance Bond of the net bid amount to the County in the form of a certified check or cashier’s check payable to the Washington County Treasurer. Satisfactory compliance of all requirements and specifications listed in the contract includes:
A. The cutting of all trees in the sale area (approximately 4.3 acres) as specified on the Timber Sale / Restoration Sale map. Wood to be cut and removed includes, but is not limited to saw timber and pole timber. Trees marked with blue paint at the dbh are to remain permanently.
B. This Timber Sale and Restoration Project is not a typical Timber Sale. The Purchaser will not be required to pay the Seller for the value of the timber, but rather the value of the timber will be deducted from the cost of Restoration, which is defined hereafter as Clean up.
C. Clean up, which consists of cutting and removing firewood (including firewood from standing, downed, dead trees and slash down to a 4” diameter minimum), cutting the stumps within the project area down to within 2” of the surrounding grade and moving and piling the remaining slash in the open areas west of the woods, as indicated on the sale map.
D. Liability to pay double the mill value payments for unmarked or undesignated timber cut or damaged through negligence or carelessness. Payment for such timber shall be made within 2 weeks of any occurrence. Trees scheduled to remain are marked with a blue paint at dbh around the trunk.
E. Other items as specified in the contract.
The check you submit with your bid is considered your Bid Bond.
Partial bids will not be accepted. The project will be awarded to the responsible, responsive bidder whose bid is overall most advantageous to the County. If the successful bidder is unable to execute the contract within the time specified in the Prospectus, the bid deposit will be retained by Washington County as liquidated damages. Washington County reserves the right to waive any informalities or technicalities and to reject any or all bids or parts thereof deemed to be unsatisfactory or not in the County’s best interest. Furthermore, Washington County reserves the right to cancel any order or contract for failure of the successful bidder to comply with the terms, conditions and specifications of the bid request and/or contract. Washington County reserves the right to award the bid to the responsible, responsive bidder whose bid is overall most advantageous to the County and who complies with the specifications, service and can meet the requirements of this request. Timber consists of predominantly Hard Maple, Red Oak and White Ash with smaller volumes of Basswood, Soft Maple and White Oak. This is a lump sum bid.
